Wertungskommission
Attention: The German language version of the »Regulations of the German
E-Mail Chess Club (DESC)« and the »Valuation directive« will be used as
the deciding version in case of differences.
Valuation directive:

If the maximum playing time is exceeded, the results are not yet finished games identified by their valuation. In particular isolated cases (e.g. death, heavy illness) games results can be determined by analogous application of the following regulations.

The tournament management initiates the procedure, the valuation committee
carries out the procedure of the valuation.

The committee has the exclusive duty to decide about which to the positions
of unfinished games to made valuation applications of both players if these
applications lie in the result apart. Besides, basically is to be gone out
then from the fact which is looked a game to be estimated so long as draw,
until the submitted analyses and the valuation disprove this.

The tournament management decides on the need to carry out the valuation
procedure, while it orders the abort of the games and asks the affected
players or in team's tournaments the affected team captains to send in the
documents for the unfinished games to the tournament management up to a
certain date.

The applications must contain following information:

the notation up to the abort,
-
an binding application (win or draw) for the valuation of the game,
-
analyses to the support of the application.

The valuation is cancelled with
-
two correspondent applications of both players; the mutually applied
result is evaluated by the tournament manager,
-
if only one play partner sends in the entire application; the result
applied by him is evaluated by the tournament manager,
-
if both play partners the application are not, late at all or
incompletely / roughly faultily send, the game is evaluated by the
tournament manager with 0:0.

The tournament manager informs the player of the evaluated result.

After that the tournament manager checks the documents and sends the
applications to the leader of the valuation commission. The leader of the
valuation commission hands on the applications without name naming to an
appraiser.

The appraiser checks the applications/analyses of the players and makes his
decision. Then he informs leader of the valuation commission about the
result ascertained by him and founds this briefly. The leader of the
valuation commission informs both players and the tournament management of
the valuation result with the short grounds.

Within five days after the dispatch of the result appeal can be inserted by
the player whose application has not led to the success with the leader of
the valuation commission. The appeal must be supported by analyses,
however, these may refer only exclusively to the short grounds of the
valuation result. The leader of the valuation commission immediately
informs the another player and the tournament management that the valuation
result was contested by appeal.

The appeal is checked by an appraiser which was not involved in the first
valuation. Of the appraiser active in the appeal proceedings can grant to
the appeal and decide otherwise or confirm the decision of the first
appraiser by exclusion of the appeal. The result of its valuation informs
of the appraiser the leader of the valuation commission who informs then
both player and the tournament management. The judgment of the second
appraiser is valid finally, another complaint right is not given.

Against decisions of the valuation commission a revisal is only allowed, as
far as offence against the set of rules of the DESC is reprimanded or the
valuation is roughly faulty obviously (e.g. with exchanged names or
similar).
